Mr. Moss, however, believes that Mr. Lai was speaking

his honest opinion; and I, therefore, pass on the

enclosed letter from Mr. Moss for your personal

information, in order that, if members of the House

of Commons should refer to "Canton's Charter of

Freedom for Mui-tsai", it may enable you to appreciate

what that "Charter" is really worth.

My own experience of the Chinese convinces me

that these new regulations are, as Mr. Moss and Mr.

Lai say, "a paper tiger", and will not really be

enforced, the more so as the Canton administration is

now in serious jeopardy as the result of civil war

and cannot possibly have time to attend to social

reform.
